the uc davis school of law in 2004, following a clerkship with judge cal braise of the united states court of appeals for the second circuit. interest include election law, administrative law, statutory interpretation, constitutional law and property and natural resources law. he is a resident of san francisco's mission district. we are honored to work chris almendorf. [ applause ] >> thank you very much and thank you to all of the candidates who are here today. we're very fortunate to be joined by six candidates and what i hope will soon be seven. all of the candidates have agreed to ask their supporters to be respectful of other candidates and the audience and to maintain quiet during the forum. i ask you to respect that commitment. every aspect of this forum will be equally fair to all participating candidates. as everyone here knows candidate debates are often limited to latitudinal appears and personal attack. our debate focuses on critical areas of policy disagreement among the leading candidates. so this end the league of women voters of san francisco and the san francisco pu

with the questions. the first question is for miss breed. mr. davis, and mr. resignato. and for the benefit of the audience, i will also project the questions on the screen. please explain your position on whether or under what conditions the san francisco parks and recreation department should be parented to lease park facilitis to food vendors and other commercial enterprises? miss breed? >> hi. london breed. i think that what we see now in the recreation -- i'm sorry, what is the time limit on each of these questions? >> one minute, please. >> i think what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure o

the missing horses: what happened to the wild horses tom davis bought from the gov't?" all of that and more coming up. this is "democracy now!," democracynow.org, the war and peace report. i'm amy goodman. we are broadcasting from durango, colorado. republican presidential candidate mitt romney has overtaken president obama in a new nation poll in the aftermath of their first debate last week. the pew research center has romney leading obama by four points among likely voters after trailing by 8% last month. the two are tied among registered voters at 46%, obama's lowest mark in the people in over a year. on monday, romney delivered a speech attacking president obama's form policy, the subject of their next debate in one week. >> i know the president hopes for a safer, freer, and more prosperous middle east, allied with us. i share this hope, but hope is not a strategy. we cannot support our friends and defeat our enemies in the middle east when our words are not backed up by deeds. when our defense spending is being deeply cut, when we have no trade agenda to speak of. and the perception o

working with researchers at uc davis, developed an issue position survey for the supervisorial candidates. the candidates were asked to state whether they support or opposite 43 specific polices or policy proposals. many of which have recently divided the board of supervisors. as the candidates here tonight, london breed, julian davis, hope johnson, andrew resignato and thea selby answered. christina olague has not answered any of the questions. the survey responses were provided to team of uc hasteings ings students and representatives of league of women voters, who drew up the questions for tonight's debate. the results of the candidate survey are used by the san francisco public press to create a non-partisan voter guide that summarizes where the candidates stand on the issue and will be available on the website soon. meanwhile hvnnjp. preview you may pick up a copy of the current issue of the san francisco public press at the table in the back of the room, which has a fold out summarizing the candidates' position. a little bit about the format of this evening's event. each question

want to join in. mr. davis? >> i just wanted to echo that diabetes as well obesity is a crisis in america. and we do need government to start taking leadership around the issue. regardless of the merits of this particular proposal, one thing i want to bring to city hall is a locally sourced healthy food insurance. santa clara county recently band all vending machines from their county facilities and i think we can lead by example, whether it's city hall, hospitals or our schools we should insist on healthy foods and healthy food choices and teaching our children how to grow their own food and cooking. so i would like to see an increase in community garden and an increase in the city with leadership around this issue. >> mr. everest is this your third or fourth use of the time card? >> i know i am out of these. [ laughter ] well, if we finish early i will come back to you. >> all right. >> now a question for miss breed and mr. resignato. san francisco currently provides free or low-cost health care to residents who can't afford private health insurance and do not qualify fo

treatment and really look at the problem from its source. thank you. >> thank you. davis, miss olague and miss selby. >> currently any member of public can review a project. critics say this results in costs and limiting supply of housing. opponents say discretionary review is necessary so that everyone affected by a project can be heard. how would you if the all reform the discretionary process? mr. davis, miss olague and miss selby. >> as a board president of booker t. recently we had to seek permission from the board of supervisors for housing and community space. , as much as i would have liked that process to go quicker, as much as i would have liked to see less opposition from some of the neighbors. we had a lot of support from the neighbors as well. i think it's really important that folks have the opportunity to air their concerns at city hall to, air their concerns at planning, to air their concerns in front of the board of supervisors and ultimatelis a community, we do need to decide and balance interests and mitigate impacts and at the end of the day the booker t. project

the authority to license bicyclists. we can license their bicycles, and that has been done in davis, but the administrative costs outweighs the benefit. but having said that, we have to do something about it. and i think that the best enforcement compaigns -- right now it happens on a complaint-driven basis an at the discretion of the local stations. if we want to do something that has a big impact, we need to do something that is very public, that is coherent, that looks like -- we actually create a memo every year where we think bicycle infractions ought to be enforced. i think it should be paired with the carrot. so the stick and the carrot are both sort of right there in people's consciousness. i will say -- i've heard from people that new bicyclists out on the road are seeing this bad behavior and mimicking it. the research from davis, new bicyclists say their number one and two fears are cars and other bicyclists. so when new bicyclists see other people behaving badly, they don't mimic the behavior. they stop bicycling. it is important we go about it in a conscious way. what w

was frustrating was to be about to come back in the ninth inning, getting a two-run home run from davis but unable to go ahead and find a way to pull it off. that if the man on the did not get the job done. this is what they do all year. what is still have is their ability to win and have and at home playoff game. that seems to be the biggest theme this team wants for its fans. >> that's a big motivation. we definitely want to bring post-season baseball back to baltimore. >> knowing the type of team they are, they play the game the right way. they played hard. i do not expect anything different out of them. >> another cast off batting lead off again tonight. so many unsung heros. coming up later, more from chris davis. pete gilbert, wbal-tv 11 news. >> another cast off toy? he hasever he is, affected the team in a very big way. >> how does it sound? >> for the animals taken from a home in pasadena. that story coming up. >> showers and storms on the hd doppler with more rain earlier today. we will see when the wet weather moves out. >> live. local. late breaking. you're watching wbal-tv 11 news at

questions. thank you. we have a couple other candidates who wanted to jump in here. mr. davis and miss selby. >> after $1.5 billion in public service sector cuts in san francisco since 2008, since our budget crisis, we can't balance our budget going forward on cuts alone. we have got to look for revenue with muni failing and unmaintained parks we need a comprehensive, aggressive revenue strategy. i was one of the activists and advocates who helped to get the gross receipts measure to the ballot and box g to actually start collecting gross receipts data. i would look at the real estate transfer tax and we were able to add significant revenue that way. he think i'm the only candidate here who has been talking extensively about a commercial tax rent. commercial property owners in the state of california have been on a tax holiday since prop 13 and under the reagan and bush eras. and we could use that revenue to fund our public schools and restore jtor city college. >> thank you, miss selby. >> two of the things that are being done this november and i would love for to you vote for both of the

an arguably related question for miss breed, mr. davis and mr. everett. what steps should the city take to increase the supply of new housing units? >> i served on the san francisco redevelopment agency commission for five years. i watched as developers who developed luxury condominiums similar to the project of 8 washington where they are trying to develop luxury condominiums. they pay into an affordable housing fund. and that affordable housing doesn't always necessarily get built. and right now the city is backlogged over 6,000 affordable housing units and this is since i before i left redevelopment agency. and so i'm sure that it's increased since then. we can't keep paying into this affordable housing fund and not building the affordable housing. i think it's important for us to focus on making sure that we build those housing units and when developers come in and they want to build affordable housing, that we hold them accountable to building that affordable housing simultaneously to the development of the developments that they want to build as well. >> thank you. mr. davis? >>

of landscape evolution began with an american geomorphologist, william morris davis. he believed that rivers and streams gradually wear down rugged mountain slopes to form plains. he classified landscapes by their maturity and used the terms "youthful", "mature", and "old age" to categorize their stages of development. davis' work, done mostly in the appalachian mountains, conceived of landscapes as going through a distinct series of stages that began with an uplift of the area, supplying streams with potential energy which they could then use to carve their valleys. during the earliest stages after uplift, streams predominately cut downward, incising their valleys, and creating a steep-sided landscape. davis referred to this as "youth." as this process continues, the streams gradually expend some of their energy carving from side to side, wandering back and forth across the valleys. the valleys then cease to be v-shaped, become somewhat more flat-floored, and eventually all of the original upland surface is consumed by erosion from tributaries, so that all of the landscape is now in hill sl
